Our Leadership Team

Tim has been in the benefits industry since 1975 and is Managing Principal of First Hill Trust Company and its operating subsidiaries. From 1986 through 1992, he was president of a state-chartered trust company specializing in trust and custodial services for public and private sector pension programs, where he served as primary fiduciary for clients, representing over $1.2 billion in trust assets. During that time, he also served as Chairman of the Board and Chairman of the Collective Funds Investment Committee. Tim spent the previous eleven years as President of Benefit Service Corp., an employee benefits consulting firm. Currently, Tim serves as a managing consultant in numerous client assignments involving all aspects of employee benefits management and administration. He is a member of the Western Pension and Benefits Conference, Financial Planning Association, and a graduate of the University of Washington.

Katy Riley is a dynamic leader with over 25 years of business experience, currently serving as Principal & Chief Operating Officer at Parker Staffing Services, where she has been a driving force behind the company's growth and operational excellence since 2009. In her role, she leads the core corporate functions — including Finance & Accounting, Payroll, Human Resources, Operations, and IT — while spearheading initiatives that fuel consistent company growth and employee development. Katy's professional background spans building start-up technology ventures and delivering global professional services for a leading software company, bringing deep operational expertise and strategic vision to everything she leads. 

Her commitment to community and industry leadership extends beyond Parker, serving as Co-Chair of the Board for First Hill Trust, a member of the Washington Athletic Club Finance Committee, and a board member of the Association of Washington Business (AWB). Katy's breadth of experience across corporate operations, civic engagement, and industry advocacy reflects her dedication to creating value for businesses, employees, and the broader community. A native Seattleite and graduate of the University of Washington, she brings both hometown roots and world-class expertise to every role she holds.

Richard practices law in the areas of employee benefits, ERISA, trustee and fiduciary responsibilities, health care law and health care reform, Taft-Hartley health and retirement plans, association health plans, and health and retirement plan administration and management. Provides legal guidance on regulatory compliance, plan governance, fiduciary obligations, and the interpretation and application of federal and state laws affecting employee benefit programs. Advises trustees, plan sponsors, employers, and plan administrators on the development, implementation, and ongoing management of health and retirement plans, helping ensure sound administration, effective risk management, and compliance with applicable legal requirements.

Walter C. Young, MBA, RICP®, is a financial services leader, national speaker, industry panelist, and Amazon best-selling author of The 5th Option. With more than 20 years of experience in financial services, Walter specializes in retirement income planning, economic-based financial planning, and helping individuals and business owners make confident long-term decisions.

Walter holds an MBA from Seattle University and the Retirement Income Certified Professional® designation from The American College of Financial Services. His background includes work with Deloitte Consulting, where he developed a strong interest in applying corporate finance principles such as risk management, cash flow, and long-term value creation to household and business planning.

Walter lives in Seattle with his wife and three children.

Brian Mullin serves as the COO of First Hill Trust Company. He assumed this role in January 2022 after a successful tenure as a litigation attorney in Honolulu, Hawaii, at Bays, Lung, Rose and Voss law firm. Specializing in banking, finance, securities, commercial contracts, and real estate law, Brian represented both individual and corporate clients in state and federal courts. Before his legal career, Brian contributed significantly to American Savings Bank, first as an Operations Manager overseeing strategic projects, and later as the Investor Reporting Manager, responsible for comprehensive reporting, risk analysis, and compliance for the bank’s substantial loan portfolio. Brian's academic achievements include a J.D. from the University of Hawaiʻi at Mānoa, an MBA from Arizona State University, and a B.A. from the University of Arizona.

Bryan Hill brings more than 20 years of experience in the financial services industry and serves as Chief Compliance Officer of First Hill Trust Company. He leads the firm’s compliance program, fostering a culture of accountability, ethical conduct, and integrity while ensuring the firm meets its obligations to clients, business partners, and regulators. His diverse background spans employee benefits, consulting, and health and wealth management.

Bryan oversees the development, implementation, and ongoing evaluation of compliance policies, procedures, and internal controls to ensure alignment with applicable state and federal regulations and industry best practices. He directs internal and external audit activities, works closely with auditors and regulatory examiners, and oversees the resolution of findings and recommendations. He also develops and delivers compliance training to employees at all levels of the organization.

In addition to his compliance responsibilities, Bryan oversees the firm’s risk management, information technology, marketing, and new product development functions. His work encompasses enterprise risk assessments, regulatory oversight, policy development, and cybersecurity awareness, supporting the firm’s commitment to sound governance, operational excellence, and the protection of client interests.

Bryan is a graduate of Seattle University.

Patrick has worked in the investment industry for 19 years and joined First Hill Trust Company in 2016 as Director of Investment Advisory. Previously, Patrick worked as a Senior Trader and Operations Manager at Lake Union Capital Management, he excelled in overseeing up to $2 billion in annual trades and conducting top-down analyses of diverse stock market sectors. He now serves as Director of Investment Advisory at BAC Capital Advisors, managing portfolios and trading for First Hill Trust Collective Investment Trusts, including fiduciary responsibilities. His expertise spans legislation, SEC regulations, and client relations, driving strategic opportunities and revenue enhancement. Patrick received a B.A. from Seattle University and has a Series 65 license. He now lives in Magnolia with family and enjoys coaching his kids' sports teams.

Arienn Tvo, QKA®, CPTM® serves as Senior Plan Administrator for First Hill Trust Company and brings nearly 20 years of experience in retirement plan administration, compliance, and 3(16) fiduciary administration.

Throughout her career, Arienn has worked across every facet of retirement plan administration, giving her a comprehensive understanding of the operational, compliance, and fiduciary challenges plan sponsors face. She partners with employers, advisors, and service providers to help organizations navigate complex retirement plan requirements and confidently fulfill their responsibilities.

In addition to her technical expertise, Arienn has led training and educational initiatives designed to strengthen organizational knowledge, improve client outcomes, and support professional development across the retirement services industry. Her passion for education and communication enables her to translate complex retirement plan concepts into practical guidance that helps clients make informed decisions and better understand their retirement programs.

Arienn holds the Qualified 401(k) Administrator (QKA®) designation from the American Society of Pension Professionals & Actuaries (ASPPA) and the Certified Professional in Training Management (CPTM®) credential from Training Industry, Inc.
